Homeschooling and language laws

I recently had a question from a mom on the phone. She has to send her son to French school by law, but she doesn't speak any French herself. Her kid is having trouble at school and the mom wants to pull him out, but she asks me if she has to homeschool him in French, and how she might do that if she doesn't speak any French?!

If she homeschools him in English but is registered in the French system, won't they want to evaluate him in French?

I spoke with AQED about it and here's the scoop:

You have the right to homeschool in the language of your choice. You should register with the local school board of that language. Some school boards, like the English Montreal SB, won't let you register as a homeschooler without the legal papers (the certificate of eligibility). AQED says, if they won't let you register, just say thank you very much and go home to your kids!

If the kid ever returns to public school, the language laws will again apply and he will have to go to French school.
